The biggest problem with this is people on the whole can't be trusted to use good judgement. In the scenario you describe I would have been perfectly comfortable with you alerting the TD (or anyone honestly) who could rectify the oversight. However, I can imagine an endless amount of scenarios where the viewer may not know what's going on and is simply a nuisance. It would have to be taken on a case by case basis and I think on the whole I'd recommend against this becoming commonplace.
There was a match being played this weekend between Player A and Player B. I honestly don't remember who they were but I was walking by and noticed that one player's clock was still running with both players being under 2 minutes. It may have been speed gammon. It was in between games where they were talking. Without hesitation I asked them if they were playing with the clock and then alerted them to the fact that it was still running. Technically I was probably supposed to keep my nose out of it and alert the TD but that seems ridiculous instead of telling them on the spot.
