The situations that it does help in are often when players enter many side events - this can happen a whole lot. Quite often, they are put into a position by an opponent demanding to play their blitz match (or whatever), when it is more appropriate for them to play a different event - for brackets or whatever. So having a priority order simply keeps the players informed as to what they should be doing and when, and what takes priority. As I mentioned - its not a solution, more a preventative measure. It just helps is all.
As for players holding up brackets, then they are encouraged to move faster, maybe clocks are used, there are tools to help us here.
The other part here is if you are going to enter several side events, be aware of potential consequences, and plan accordingly.
