Of course, if you allow "illegal moves", you could get there. But this is not a laughing matter, as Neil Kazaross could attest to-in LA Open final last year(or the year before) against D.Nazarian. What we are discussing is what's the remedy for illegal moves (when caught).

First- one has to assume the authority of USBGF to enforce legal moves in ALL ABT tourneys (TD likes it or not). Then make a data base of all alleged offenders from previous recorded matches. Then assign from the present players, or USBGF officials a "designated observer" for a given match (especially the streamed ones!) This has to be a respected unbiased observer, whose ONLY function is to question illegal plays. This is just the starting point- when a problem occurs- the observer stops the play, checks the recording (this is a 100% proof). If it's an observer mistake- excuses and continue. If an illegal move is proven- have this incident reported, logged, and.... according to established penalty for "previous offenders"- go ahead , apply the penalty, use the legal move as a starting point to continue the game. A different chapter would be to establish properly penalties for every consequent offense, keeping in mind we are all humans. BTW if there's an "designated observer" we'd cut 90% of illegal moves, before they occur (just an optimistic estimate- people are good!)
