What Would the Ruling Be?

If one player is 98% sure of the roll and the other did not see it, I don't think the player that is 98% sure needs to act as if it is impossible they could be wrong, especially if they both admit one of the dice was jostled while a play was being made. The player who saw the roll should take precedence over the player that did not see it in the director's ruling.
Agreed. When I said, "If Karen waffles for some reason, admitting that the roll could have been 54, then the Director must rule against her," by waffle, I did was thinking more along the lines of 67% rather than 98%.
I see players knock the dice to a different number—and not reset them—all the time. This bit of video gives us a reminder why we should always reset them. Of course, it is possible that Karen did not even notice that the dice had been jostled. There is not much you can to about that. Even if one is taking care not to hit the dice, occasionally it will happen.
