If a cheater changes the dice after he rolls them, that's actually a completely different situation than we're talking about. Here is how that scenario would play out:

Imagine the director is called to the board and the dice show 5-5. Player X says "he knocked the dice after he rolled them! The roll was really 5-4!" Player Y says, "I didn't touch the dice, the roll is 5-5 just as you see."

Your claim is that to avoid this kind of cheating, we MUST rule against the player who touched the dice. But who is that? Player Y, the roller, denies touching the dice.

Going back to the actual situation, where the player on roll says she accidentally changed the dice, and the other player didn't see what happened, I honestly don't see how the default can be to rule against the only player who was paying attention. In the hierarchy of sins, I actually think not paying attention to your opponent's roll is worse than accidentally hitting a die.
