I've organized some events that use a hotel both for guests to stay at and for meeting space. It hasn't always been the case that I've struck a deal like the one above, where the meeting rooms come for free but only if enough guests stay at the hotel. If I do, then I let the guests know.

Your comment above makes it sound like this is almost universal practice among backgammon tournament organizers, yet most players are unaware of it. If that is the case, then (1) it shouldn't be too surprising that players aren't always aware of it, because it isn't the only way to do things, and (2) perhaps tournament organizers should gently inform participants.
