Sounds good to me too, but who will it be codified with? It's not like tournament directors need to follow a set of rules or format.

Well, there's a Simborg-Horton-Bower-Gibson Rule set, and they didn't overhaul clock rules. Maybe I need to rewrite the clock rules into the JLee Clock Rules, and it's going to contain a 1 minute penalty for each rules violation, with some number of freebies. It's going to be an awesome ruleset that nobody will adopt. =)
