The answer is going to be false pretty much any way you slice it because doubling decisions don't depend directly on gammon wins or losses but on what is going to happen in the next exchange.

However, it would help if you were to phrase your question more precisely. By "gammon wins," do you mean undoubled gammon wins? And by this, do you mean how many undoubled gammon wins would result if the rest of the game were to be played out by idealized bots? Also, by "losses" do you include games in which the opponent doubles and the 2-away player drops?
