If anyone wants to quibble about a word or two here and there, let them. But the main ingredient of your post is something of a misnomer, since it's not common at all: Common Sense !!

I especially like the idea of empowering the director to make decisions about penalties, but also to have some leeway. People make mistakes for many reasons, and the director may "know his customers" well enough to have a pretty good idea what's going on when multiple infractions involving a particular player are reported to him.

Good point also about not having matches decided by penalties, if at all possible. Maybe it will be unavoidable in the case of an egregious multiple offender or two, but that will fortunately be rare if your post here is the gist of whatever rules are eventually written.
