I am unable to see how clocks would promote deliberate play.

Prior to the use of clocks, it was not uncommon for both players to feel the other was taking too much time. (Time seems to go slower when waiting than when thinking.) Sometimes players would get impatient with each other and urge the opponent to play faster.

Clocks now give you an objective indication of how fast you and your opponent are playing. And clocks define what the expected rate of play is. Pressure from your opponent disappears. You can relax and play at a pace you are comfortable with (so long as you keep up with the clock).
