I'm guessing on average you have (a lot?) less illegal plays made in your matches due to the strength of the players involved. Not saying that strong players can't make illegal plays too, Neil certainly proved that recently, only the likelyhood of it happening is far less.

I'm in agreement that a severe punishment would slow play too greatly in general but that some sort of punishment must exist for repeat offenses so the situation you're talking about, many illegal plays in one match causing you to constantly use your energy, doesn't happen. I think a time bank deduction in increasing increments is the best route.
