Opponent decides if the loss of turn is to be enforced.

No no no. We need rules to be hard wired as rules, not the opponent decides. When you play 'opponent decides' all this does is create bad blood for anyone that enforces it. (see non legal moves) If it's a rule period, end of story, no questions asked then no bad blood is created. The penalties are applied across the board fairly and not selectively to make one guy out in some people's eyes as the bad guy. It's like showing up late for a match. Apply the penalty points and be done with it. The opponent should have no say in it.
