A slightly different method along the same lines is: Give back half of your unused delay time (rather than a fixed 3 seconds per turn). This encourages players to make their obvious moves as quickly as possible so they can bank some extra time for later in case they need it.
Both of these methods (fixed 3 seconds or half of the unused delay) have two advantages over current clock rules:
1. Players can dig themselves out of time trouble.
2. Clock settings are simplified because you use the same initial bank time for all match lengths. Matches would always start with five minutes (or even two minutes) of bank time. Players just have to play at a rate that ensures that over time they give back as much bank time as they use up. If the match length changes from round to round, you don't have to change the settings on your clock.
