I think these are tough too. I have a folder full of "anchor or hit" problems.

Some factors to consider are:

1. White's attacking potential, particularly number of checkers in the zone and number of home-board points. From looking at early blitz cubes you probably have some sense of where the D/P borderline is. If you hit, what are the chances that you'll be forced to pass a cube next turn? Here White has ten checkers in the zone, which argues for safety, but she has only two home-board points along with a blot. If White hits from the bar, you're going to have plenty of chances to hit back or anchor. So the D/P danger is not that high.

2. Distribution. Anchoring leaves you with an awkward checker on the 23pt whereas hitting moves a spare from your midpoint to the useful 9pt and keeps two checkers aimed at White's 3pt blot.

Overall I think these factors point to hitting.

Varying the strength of White's attacking formation would be interesting.
