I agree with Tom here. Allowing pencil and paper changes the skills required but doesn't reduce it.

To see this, imagine going in the opposite direction, to blindfold backgammon. That is, you roll the dice, and announce your moves, but without a physical board, checkers, or doubling cube. You just have to keep the board and cube position in your mind. This would dramatically change the skills involved but would not simply increase the advantage that a currently skilled player has over a currently less skilled player. A less skilled player with an excellent memory might leapfrog over many others who are currently more skilled.
