I think this roll is supposed to be played in a safe manner. On the one hand, 13/9 13/11 might be very constructive, but on the other hand this move disregards connectivity, and it is too loose.
8/2 creates a semi-dead checker, therefore I prefer 8/4 6/4 a little more.
