I think a concern for player safety is a good thing.

Maybe the ref was concerned for his own safety. Since the ref's job is to watch the play, it means he is usually not watching where he is skating. In the normal flow of things that's not a problem -- the ref knows where the players are and the players know where the ref is. But a disabled player in the middle of the ref's skating lane could be a tripping hazard.
