Is pay to play the only way to hold tournaments?

I wonder if there would be a way to quantify the old saying "the more I practice the luckier I get." It seems to me that superior checker play leads to playing in such a way that good rolls work better and bad rolls hurt less. My XG profile says my luck rating is -.0014 after around 300 7pt matches. I have 96 fewer jokers than anti jokers. I bet if a world-class player took these same games and same rolls those numbers would be positive. What do you think?
