It is a standard tactic in NBA. I have a hatred of the NCAA system and do not watch much college sports so will not comment on its use in college.

It is not as smoothly executed as you make it sound though. If a team limits itself to a few second window in which to shoot it limits its options and may mean it passed up better scoring opportunities earlier on and the strategy requires them to do that twice. Also what if Kentucky is able to score quickly? They would then be the team in the 2 for 1 situation.
