Why can't bye's not count at all, but a player's ranking at any given time is based on his winning percentage?

Isn't that effectively the same as awarding 1/2 win and 1/2 loss? (I'm pretty sure that's the case under the condition a player gets at most one bye, which seems to be something everyone has agreed upon from day 1.)
