Another way to steal time is, of course, to move to pick up the dice before the opponent ends their turn. Doesn't matter if you haven't touched the dice, just reaching across the board is like a 'false start' vis-a-vis the clock. The delay feature means that this may not prove to have saved reserve time in any one turn of course, but it certainly will in others - and it will most certainly then start to add up. Even in a bear off, where such behaviour is more common, there can be decisions to be made sometimes that use up reserve time, and this will often be the case if we have rolled cocked dice.

It can also pressure the opponent into ending their turn when they may have otherwise discovered a better play.

Particularly with two slowish players, playing a long match, where one player respectfully waits for his opponent to actually end his turn - and his opponent does not - this accumulated time saved could be very significant in the end for the 'early reacher', even if the match did not end with a time out.

To me, it is not ethical behaviour, and the rules should be clearer about early reaching, and allow sanctions, like running off the delay.
