There is no way, in my opinion, that any good director would rule that the match was over.
Now, if the next round match had started, then, as the director, I would be forced to rule that the match was over, but I would want to know more about the circumstances and if the second player really did "rush" to report and it was good reason to believe he knew he was getting a premature resignation, I might believe a good tournament director would give him a strong warning that this kind of behavior is not acceptable and he had better be on his best behavior the rest of the event or he may be penalized.
I don't know what all rules say in every country, but I believe most do not allow for people to resign a game if there is still a possibility of winning, so the spirit of the rules and the intent is clearly the same when it comes to resigning a match. Having said that, however, I believe that if I am in the middle of a match and I get very ill, or there is an emergency in my family, I can certainly resign and leave.
Some of this depends on how the specific rules are written and what the TD feels the intent of the rules are so that he can apply them in situations that are not specifically covered.
Aside from what the rules say, however, is there anyone who would think that it is "good sportsmanship" to take a win you don't deserve from someone when you know they simply had the score wrong? For this reason alone, REGARDLESS of what the rules say, I would not rule that the match was over. The TD's overriding responsibility is to see that there is fair play and good sportsmanship, and he should always rule in a manner that promotes those principles.
Of course you cannot prove that the second player absolutely knew the match was not over, but if you rule that it should continue, you are ruling on the "safe side" to make sure no one took a shot.
