I agree with Steve. If B had been the one to request a ruling then I would be inclined to give B the benefit of the doubt. However, if A had to request a ruling then I'm much less sympathetic to B's claim that he just wanted to play by the rules. Even if you honestly don't know the rules, and suspect that resigning a match is acceptable, it should be clear that it is an irregularity and you should verify the rules about such an irregularity if you don't know the rules.
