Also I don't see how someone could not be allowed to resign a match. What if they just get up and leave?
I don't know if you are nitpicking Phil's wording. Of course the person can leave, but with risk of repercussions. This is where the director gets (huge) latitude in how to proceed.
As a real life case, at the Indiana Open years ago, playing Swiss, my opponent said something like "thanks to you I'm pulling out of the event; I'm going to watch football instead." This seemed kind of odd. It was not near the end of the match (although I was ahead at the time) and it was between games, if I recall correctly. I don't remember his record, either, but quite likely he had already racked up three losses so losing this match would put him out. I pointed out that he was still playing for $ and he could still win this match. He said he didn't care and got up and left. I reported the details to Butch Meese (director) and he said something like "there's nothing I can do about someone who is dead set on not playing."
So what could Butch have done? First off he could/should/would talk to the player and point out the rule. If the player persists he can report to other ABT directors what had happened, ban him from playing in any events the rest of the weekend (probably irrelevant option in this case), ban him from playing in future Indiana Opens. Or he could just conclude that the guy was having a bad day and let it go at that.
I don't think this is a special case -- i.e. something that only comes up with this infraction. There are many irregularities which can't be corrected at the table but still provide opportunity (responsibility?) for action.
