The cube reference positions I know mostly come from Kit's Encyclopedia, in which the player on roll has a five-point board with a gap. A four-point board with the two remaining points slotted seems similar in many ways although there are some obvious differences.

The critical positions in Kit's book tend to be those where the doubler is about ten pips behind in the pip count and has three builders aimed at a high open point in the board. Black is actually ahead in the pip count here, but has two home-board blots to worry about. So it looks close. It might be a drop in theory, but I would probably take in practice, because Black has some potentially tricky rolls to play now (e.g., if he can't cover a blot but can lift it, should he lift?) that he might get wrong. Also if the game turns around, I can see many players of the Black side messing up the take/drop decision if I send over a 16-cube.

If this was from the Nordic Open then I presume that in reality there was a match score? What was the score?
