13/9 seems obvious. No way I'm breaking the board when my opponent doesn't have a forward position. If he decides to hit he'll have attackable blots all over the place. This would generally be too loose given the strength of our board and the number of return shots.

I'd rather be the on roll player than the opponent here so I'm guessing he's a small favorite. 5 pip racing lead, not on roll. Being on roll is worth 4 pips, each pips is worth 2-2.5% so let's call the on roll player 52%.
