To understand this, I'd look for similar pairs of contrasting positions, but with fewer checkers on both sides. For example, I'd try experimenting with different next rolls for White, followed by Blue rolling 22. I'd guess that there is some such sequence for which Blue is glad he played 4/off 2/off ATS (instead of 4/2 3/off) but regrets playing 4/off 2/off for money.

It seems likely to me that there's a Wisecarver paradox lurking nearby.
