Bill, let's pretend you are the tournament director and there is a rule that specifically states that you cannot do something. And a player does that, after being warned he should not do it.

If you, as the tournament director, do not enforce the rule, then EVERY RULE becomes arbitrary and NOTHING can be enforced without someone having a strong argument that the TD is picking and choosing which rules to apply and who to apply them to. The integrity of the rules, and the director, and the game, are completely compromised.

It is not up to the TD to determine which of the rules he has established and that he has assured all players will be enforced. He must enforce them all, not because he is a dictator, because it is his responsibility to all the players to do so.

Of course the TD, in many cases, is given a wide range of options as to how severely to punish offenders, and how much or a range and which offenses should be left up to the TD is a different matter. But black and white rules, like not writing anything down but the score and time on the clock if there is a break, are clear violations and must be punished. More important than what was written was the offender's total lack of respect for the TD and the rules by defying the rules after being warned. That in itself is worth severe punishment.

I know that Libertarians resent rules, but when you enter a tournament you agree to live by the rules and you expect, even insist that the TD upholds them. You might call him a "dictator" but I call him a "protector" of fair play and good sportsmanship.
