I ain't stick, but the primary justification for the rule is to prevent players from coming in with lots of outside references about things that might happen in the game, like consulting books. And writing notes during the game, could allow you to work out positions in a way that you can't do in your head at the board playing touch-move. Imagine drawing a set of chessboard pics showing potential future positions depending on various line choices, and then reading from there rather than from the original board position. I expect most players could improve their reading this way if allowed to do so.
As far as the rule as states, I think others have suggested why the rule is written the way it is with so little leeway. If the rule tried to allow for notes like these, either it would be ridiculously complicated, or it would leave grey areas where trying to determine what is an acceptable/unacceptable note would be hard for the TD to navigate.
The simplest path that leads to mostly correct rulings is to allow only notes which are necessary to the scorekeeping and ban everything else. And once you have that rule, the TD must enforce it. This arbiter made the reasonable decision to have the first two infractions be warnings, and did not DQ until after he had a recieved a warning indicating that the next infraction would be a DQ.
I have never been to *any* formal tournament where a TD would reasonably be expected to allow continued violation of the rules despite multiple warnings without DQ be an option. Three strikes you're out seems to be a general principle that most people are comfortable with for any rule violation that is personally controllable (so as not to include things like unintentional fouls/violations in physical sports, where you could break the rules due to opponent's play despite trying hard not to).
I feel bad for the guy if he's a compulsive note taker and there is an element of uncontrollability in his brain chemistry, but if you are going to make an exception on those grounds, it needs to be made at the beginning of the game/tournament with agreement between both players and the TD.
