Black already has a strong home by now, and she might even improve her position in the next roll(s). That is an indication of a Pay-Now-situation. White is leading in the pip count, and if he plays 16/5, he volunteers 16 shots (4's, plus 31, 22, 63). The 5-point might become important in this game, therefore 16/5 is not only a running play, but it is also constructive. 8/2 8/3 will clear a helpful landing point and interrupt connectivity which will make it more difficult to safety White's checkers afterwards.
