They aren't. Since mid-2014, part b of the same FIDE law reads:

Without the permission of the arbiter a player is forbidden to have a mobile phone or other electronic means of communication in the playing venue, unless they are completely switched off.

By the way, there was a huge cheating scandal a few years ago involving French grandmasters at the Chess Olympiad, in which text messages on mobile phones played a central role. I'm sure that this played a role in FIDE introducing the above rule.
