I would play 23/22 13/7 here. This gives you two anchors to play from, a 4 prime, and a flexible structure that can go forward and backward. If hit, we likely play it as a backgame, while if not hit, we can slot the back of the prime and take things from there.

With many of our opponents checkers ready to pound, securing the second anchor now is important, so this ought to be significantly better than 13/12 13/7.
