Yes, I think that's a good way to think about it too. I've run into people who aren't convinced by it, though. I think maybe they sense that the host, or maybe even I (the one trying to explain the puzzle), is trying to trick them with this version. Certainly if one presents this version then it's important to be explicit about the assumption that the host is forced to open 9998 doors no matter what. In real life, a hustler would surely not open 9998 doors and give you a second chance unless he saw that you had luckily picked the prize in the first place.
