I'm referring to the USBGF's policy statement that seeks reduced entry fees for streamers. It's the players who fund that, either in the short term or long run.
What is the reason to have players pay to have people watch them? The way you put it was "The logic is that there is an overlap between the players and the spectators." That is also true if you are playing a match and I stop and watch. What would you think if I asked you to pay some money, though not to me, in exchange for my watching you play? My watching Phil and Mochy play -- what great fun! -- resulted in five bucks going to Mochy's BG charity, but I as a spectator paid it, not them as players.
So my suggestion is to find a paid streaming solution. People who want to watch would pay $x. That works pretty well for the movie business. The moviegoers pay, not the actors.
