Even if it were a good idea for streaming to be funded by the only people who can't enjoy it, the better way is to increase the registration fee. That way, entry forms don't start looking like cell phone bills. There are lots of costs involved in running a tournament. No need to single out streaming.

And what happens if the TD collects a separate streaming fee from every player but streaming doesn't take place for one reason or another?

Mochy and Phil handled it perfectly. If you watched their exhibition match in person or online, you were encouraged/expected to pay $5. They didn't collect it from everyone who played in Vegas.
