24/23 is the 1. As for the 2, 23/21 allows us to more easily make an advanced anchor or run with fives, sixes, and some threes. If we play 13/11, that's an extra blot that can be hit, and is it really doing a lot for us? We've already made the 5 point. It's giving us some flexibility to make the 9 point...but I'm more concerned with anchoring or running a back checker.
