I think a lot of the time they start even younger in France, en primaire, or ~6-10 years old. When I taught English in France this was the age group I worked with.
As for the video, interesting watch. I don't think this causes as much confusion as is implied. I've never even thought about the 'weirdness' that they refer to. You learn it and that's the way it is. You don't really care that they call is 'sixty eleven' or 'four twenties'. That's just the way it is and when you hear 'soixante et onze' you know it's 71.
What it also fails to mention is that phone numbers in France are 8 (or 10) digit numbers so it makes perfect sense to group them by reading 62.33.97 as 'sixty-two, thirty-three, ninety-seven'. It's also no added effort or any more confusing to read a race time etc... as 10.69 or 10,69.
