Stick I think a lot of the time they start even younger in France, en primaire, or ~6-10 years old. When I taught English in France this was the age group I worked with.
Of course, it has been very long time since I was in primaire. But from my nephews experience it seems the English between 6 and 10 is not as much as a Class, but more an exposure. But, maybe, they were just too shy to try their English with us :)
I think the most irregular point is the x1 number with x in [2..9]. all are using "xxx et un(onze)" except 81 (Quatre-vingts un) and 91(Quatre-vingts onze). I no linguist, but it seems to me the reason for 21-71 to use "et" is that it flows better to the ear, now for 81 and 91, the author mentioned it would be too many words. I can buy that.
It is also to be noted that Belgium and Swiss use septante et nonante for 70 and 90. Octante or huitante are not used anymore for 80.
