Magriel's safe vs bold criteria: is there a hierarchy?

I have seen Magriel's six safe vs bold criteria distilled to four, thus:

Do you have an advanced anchor?

Does your opponent have blots in his home board?

Who has the stronger home board?

Who has more checkers back?

The question is whether the criteria should be weighed differently, all other things being equal, so we can in effect quantitatively rank them. And, if so, what is the ranking?

Say a move analysis turns out like this, a 2 to 2 tie:

Do you have an advanced anchor? SAFE

Does your opponent have blots in his home board? SAFE

Who has the stronger home board? BOLD

Who has more checkers back? BOLD

Do we play safe in this case because the bold criteria are inherently weaker than the safe ones?
