I don't that is accurate. For the LA tourney and the next 4 ABT tourneys I think it is only true for LA.

LA: Video recording is allowed but if requested a copy must be given to opponent and furthermore opponent may disallow wider dissemination. Not clear if that caveat applies to a hand recorded match as well.

Novi: I see no statement

Minnesota: I see no statement

Madison: All matches may be manually or video reorded (no statement that giving a copy to opponent is mandatory)

Charlotte: Matches maybevideoor manually recorded by a 3rd party or by a player in a clocked match. (no statement that giving a copy to opponent is mandatory)
