In what sense does he need permission?

Let's say there's a tournament with a recording policy that states that either player may record a match.

Players A and B are about to play a match. A protests that B has a history of recording matches and never sending them. If I, as a tournament director, believes this claim, then I would deny B's right to record, in spite of the tournament policy.

I know at least one person who acts as B does, and I would definitely not allow them to record.

Recording matches but never emailing transcripts is some nice douchebaggery.
