If you play 8/3, you change a blot, a point and a stack to a blot, a point and a stack. Not much of an upgrade. If you play 13/8 3/2*, you change a blot, a point and a stack to a blot, a point, a spare, and a smaller stack, and you put your opponent on the bar and take away half a roll - good things when you have your opponent out-boarded and another blot you could pick up.
