Fine. You did not initially qualify it as such though.

You said you got these rules of thumb from a source. Are you sure you are remembering them correctly? The rule of thumb given for the 11 pips situation is indeed quite bad. Of the 36 possible positions involving 3 checkers vs 3 checkers with all in the home boards with each side having exactly 11 pips only 11 of them are takes.
