To prime or not to prime

This will be my third quiz position today where the player has rolled doubles and has a chance to make a full prime. In both the previous two, I opted to make the prime because it's usually the right idea. I was wrong both times.

Here, I think I can see why blue would want to do something else. Down by ~45 pips, white doesn't have to be stuck behind a prime to stay put. 21/15(2) positions blue to saunter home without much fear of being hit, while 13/7(2) gives him some ugly anti-jokers like 22 42 and 44.
