OpenCV is opensource and under a BSD licence. I've got a couple of xeon phi's and xeon e5's waiting for a motherboard here and have been looking to build a Math/Machine learning box for kaggle and mathlab.
Rather than shooting for perfection I really suspect a pragmatic solution could be developed in fairly short order.
Outputting XGID's would make it trivial to integrate into Xavier's package and I suspect it wouldn't be any hard for BGBlitz or Gnubg for those so inclined. Plenty of ways to drive the data into the apps.
Taking stills using the clock as a switch seems like a lot easier solution that trying to resolve magic timing. Trying to pull annotation out of a video already recorded could be tough. An Arduino and a bluetooth dongle would handle that from a hardware perspective. Or you could just press a button for the move if it wasn't integrated.
I've been wanting to take Andrew NG's machine learning course for a while. A convolutional neural network might come up with effective algorithms for identifying video of bg play. I've got most of the hardware to play with this idea but something that slick would take some time and thought. Still it might be more fun than kaggle competitions.
