I think the 12/2 is fine. If there is a change I would prefer that it be slightly faster to 12/1.5. I have played 15/3 often and it seems quite slow to me. I would prefer that if dice are rolled cocked that the the 12 second delay can be reset. The letting a clock run during a break idea is very strange to me. Is it good to give a competitive advantage to those who happen to have a larger bladder?
The author wants a slower control because in a significant minority of his matches there was time pressure. A player who wants to think through things thoroughly and not play on instinct though SHOULD have that happen. If there was hardly ever any time pressure then the early games of a match strategically are being played too quickly. His point that matches with many games and moves are the ones that need more think time is countered by pointing out that those are exactly the games where the time control is needed to avoid the tournament getting behind schedule.
At least three disadvantages of slower controls were not mentioned. If the matches have a slower control then to fit in a same schedule they will need to be to a lower point total which increases the luck factor (I concede that some might actually see that as an advantage). It is less enjoyable waiting around for opponent to move. Most think the game is more spectator friendly when not played so slowly.
