To me, a World Championship should make a serious effort to determine the best player in the world, and that means not only attracting the strongest candidates, but having a format that reduces the luck-to-skill factor.
In my opinion, a 25-point backgammon match is roughly equivalent to a single chess game, because in both cases an Elo difference of 100 points translates into about a 64% chance of winning. In the old days (mid-20th century), when there was less pressure to keep World Championships short and sweet, the final showdown was a series of 24 games, with the champion retaining the title in case of a 12/12 split. So again in my opinion, the finals of a "world backgammon championship" should be something like a series of 25 25-point matches. If you believe the equation 3 PR = 100 Elo then this means that a 1 PR advantage would make you a 70-30 favorite in such a series. Not perfect but enough to give the winner reasonable bragging rights.
Of course such a thing is infeasible in practice in today's climate.
