I'm not sure I understand it either but here's how I do it. If your distribution from the 6 to the 1-point is: 3-0-2-4-2-2. The surface criterion would be 3 + 3 1/3 + 3 2/3 + 4 + 3 + 2 = 19 then multiply by 1.2. The idea, I think, is to look for the next point with a larger number of checkers on it and then gradually get up to that larger number in equal amounts based on the number of intervening points.
It doesn't really matter if you do this incorrectly and are off by a couple pipples since a pipple is just 1% of a pip.
