It is a somewhat archaic meaning of the word. The Oxford English Dictionary, for example, says:
1 a. Affected or characterized by obstacles or difficulties; hampered, impeded, hindered. Now rare.
b. Of a road, river, etc.: full of obstructions; blocked. Also: characterized by obstructions.
c. Having or characterized by financial difficulties.
2. Feeling, expressing, or characterized by uncertainty; perplexed, confused, bewildered. Now rare.
