Suppose you define "best" in PR terms. Then meaningful distinctions can be made even at the high levels if you play a moderately long series of matches/games, and the "basically the same level" argument doesn't apply any more.

Suppose you further define "best" as being able to maintain a low PR in potentially adverse conditions—i.e., when you're tired or there's noise or there's a short time control or whatever. Then playing face-to-face, live, is necessary. Racking up games against the bot in separate ivory towers doesn't determine who's best in this sense.

I'd say that one of the main reasons I might enter a tournament some day is to find out what kind of error rate I can maintain under those playing conditions.
